Phase 2: Scout (Context Burst & Discovery)

The Scout performs a deep recursive repository scan before architecture writes the spec.

Create:

• discovery/DIS-XX-report.md

Scout responsibilities:

• Map Ideal World intent assumptions to Real World code constraints.
• Find existing utilities, naming conventions, and potential conflicts.
• Propose 2-3 implementation strategies with technical tradeoffs.
• Trigger STOPSHIP and wait for strategy selection.

If a conflict is found, the Intent must be refined before continuing to Phase 3.
